PEAR installation problem

I'm unable to get PEAR installed on my machine. The WAMP install went just fine, but from what I understand there is supposed to be go-pear.bat in the PEAR directory, but all I see is a go-pear.phar file which looks more like PHP code than a .bat file.

Am I supposed to do something with the .phar file? How do I install PEAR?
