switch to apache 1.3.37 conf error

I added the Apache 1.3.37 version and switched to it using wamp control panel.
Then I tried to use rewrite module. It was not working until I manually removed the comment from the line
AddModule mod_rewrite.c
Should it be automatic?
LoadModule rewrite_module modules/mod_rewrite.so
was already not commented
