Set up my mail in php.ini sendmail_from?

i just typed in my hotmail address but it doesn't work so how do i set one up?
I recieved the following error:
Warning: mail() [function.mail]: Failed to connect to mailserver at "localhost" port 25, verify your "SMTP" and "smtp_port" setting in php.ini or use ini_set() in C:\wamp\www\v-ine.php on line 54
Need help in how to sort this out.... step by step....please

wamp doesn't come w/ mail server
