ok my phpmyadmin is not working and i installed it and reinstalled it and still gets
Forbidden

You don't have permission to access /phpmyadmin/ on this server.

is it because i am running windows 2000

seems that you ran into the apache2.2.4@win2000 bug: "REMOTE_ADDR" is always 0.0.0.0 !

either add the line:
Allow from 0.0.0.0
to your httpd.conf / alias section

or upgrade apache to >= v. 2.2.5
