Put Online/Offline in WAMP 5.1.7.0

In using WAMP 5.1.7.0, i click on the tray icon in Windows XP to find a menu command I'd never seen before. Hopefully someone can explain it to me.

The command reads "Put Offline," and upon clicking changes to "Put Online," and upon clicking that one, it changes back to "Put Offline."

I've determined that this puts the viewable local server online or offline, but I could be wrong, so if anyone can please expound upon this, I would greatly appreciate it.

in offline mode, your server is only accessible to you using [localhost]. online mode means your server is accessible to anyone and can access your server using your ip address.

is there some document where i can find what happens in more detail when we click "put online" ?
i checked the files that got accessed during a offline/online switch and besides the obvious "allow from all"change in the apache conf i would like to know what other steps are taken.
