mysql_connect

OKay i would like to create a mysql user that doesnt have root access. Does anyone know how I go about doing this? so i dont have to have
$conn = mysql_connect("localhost","root",""winking smiley;
so i can have
$conn = mysql_connect("localhost","",""winking smiley;
