how do i make phpmyadmin open to the outside world so everyone can access it?

That's probably not a good idea to do, unless you are passwording it first.
Go into the config file for phpmyadmin and set the security to cookies or something.
Once you do that you can get something like dyndns.org and get yourself a free URL. After that it would just be [myurl.dyndns.org].
