GD won't load

For some reason GD2 won't come up.
I went into php.ini and set ;extension=php_gd2.dll to extension=php_gd2.dll (uncommenting it).
So I go back and run phpinfo() and still gd doesn't show, same in the WAMP5 localhost area, it doesn't show it as a php loaded extension.
Second, I was wondering, if I get gd2 to work, will I need to install pnglib? or is it already built in gd2?
