Cannot set the password for the root user

Hello,
I have installed WAMP 1.6.0 and I am having trouble setting the root password. I have tried through mysql administrator program and throught phpMyAdmin but Apache does not like it or something. It shows that the server restarts, but the server is not serving the index.php document.
Can anyone shed some light on this?

I have installed WAMP on Window 2003 Server HP Proliant Dual Processor Server with 8 GB of RAM.
